UPS's claim process is mostly a photo exam. The reviewer has three pictures, a set of box dimensions and a merchandise description, and has to decide two things from them: did this happen in UPS's network, and was the parcel packed well enough to survive normal handling? This guide covers what UPS asks for, as of October 2026, and how to build a claim that answers both questions before the reviewer has to guess. For other carriers, see the hub on shipping damage claims by carrier.

What the UPS claims reviewer is actually checking

The UPS reviewer is checking whether the damage is consistent with transit and whether the packaging met UPS's guidelines. Each of the three photos feeds one of those questions.

  • The outside of the box shows whether the parcel took a hit: crushed corners, punctures, water marks. Damage outside that lines up with damage inside points to transit.
  • The label close-up ties the photos to this tracking number, so they cannot belong to a different parcel.
  • The item inside its packaging is the packaging test. The reviewer looks at how much cushioning there was, whether the item touched the carton wall, and whether the box was the right size.

UPS is open about what it sees in claims. On its claims page, it says research shows damaged or lost packages that result in a claim are often connected with boxes too large or too small, poor cushioning, badly placed labels and unclear delivery instructions. That list is effectively the reviewer's checklist.

The weakness in the process is timing. All three photos are taken after delivery, usually by the recipient, and often after the box has been opened and the packing pulled out. The reviewer never sees the parcel as it left you, unless you give them that record.

UPS damage claim rules at a glance

The table below collects the rules from UPS's file a claim page and its supporting documents page, checked October 2026.

Rule What UPS says
Filing window Start a claim within 60 days of the scheduled delivery for lost or damaged packages
Who can file Shippers log in for the claims dashboard; recipients and third-party shippers can file faster as a guest
Photos Damaged item and how it was packaged inside the box; close-up of the label with tracking number; outside of the package showing damage
Measurements Box height, length and width
Keep Hold on to the contents and the packaging; a physical inspection at a UPS-approved location may be needed
Value Keep any invoice that shows the value of the package
Description Specific merchandise description: brand, model, size, color, quantity, serial number
Serial numbers Required for certain merchandise, such as electronic items over $500; a missing serial can close the investigation until provided
Accepted files JPG, JPEG, TIF, TIFF, BMP, PDF, DOCX, PNG; no fax or mail since July 31, 2022
Timing Resolution typically in 8 to 10 business days unless more investigation is needed
Payment Fully electronic: the shipper enrolls in EFT through a link sent once the first eligible claim is approved; payment about 3 days after payment documents are validated

The packaging standard a reviewer compares against

When a reviewer judges "improper packaging," the reference is UPS's own packaging guidelines. Knowing them tells you what your pack-out record needs to show.

UPS guideline What your record should show
Rigid box with flaps attached, within the weight limit printed on the bottom flap The carton itself, and the box certificate if the item is heavy
At least two inches of loose fill around lightweight items Fill going in under, around and over the item
Bubble wrap in multiple layers, especially on corners and edges The wrap on corners before the item goes in
Crumpled kraft paper: at least two inches between contents and outer box Paper filling every side, tightly crumpled
Two-box method for fragile goods: outer box six inches larger in each dimension, three inches of cushioning around the inner box Both boxes and the gap being filled
Shipping tape only, not masking, cellophane, duct or water-activated paper tape Tape across closures and seams
Old labels removed or covered; duplicate address label inside The clean exterior and the label applied

A recording that shows these points in order, ending with the sealed and labeled carton, is a direct answer to a packaging denial. A photo of the finished, taped box answers none of them.

Step by step: filing a UPS damage claim

Run these steps in order; most failed UPS claims skip the first or the fifth.

If you bought the label on eBay or Pirate Ship

Where the label was bought changes where you file:

  • Pirate Ship: UPS carrier liability claims go through the InsureShield Claims Portal, not ups.com, and Pirate Ship says to report them immediately and no later than 60 days after delivery (Pirate Ship).
  • eBay: UPS labels include up to $100 of liability coverage except Ground Saver. eBay says the email on your UPS account must match your eBay account email, and to add an alternate payment recipient so the payout reaches you (eBay shipping insurance).

When UPS denies the claim for improper packaging

A UPS packaging denial is a conclusion about the inside of the box, usually reached from the recipient's photo of the inner packaging. Answering it means showing the reviewer something better than that photo.

Work through it in this order:

  1. Read the exact status and reason. "Insufficient merchandise description" and "Unable to contact receiver" are fixable in the dashboard; packaging is a judgment you have to rebut with evidence.
  2. Compare the reason with UPS's own guidelines. If your pack-out record shows two inches of fill on every side, the right box and shipping tape on every seam, say so, point by point.
  3. Add the record to the claim. Upload the PDF of stills from the recording, with times and the order number visible, and the verification link to the original file.
  4. Ask for a review in writing. UPS's claims pages do not publish a separate appeal form, so use the claims dashboard and UPS claims support, cite the claim number, and check the denial notice for any deadline.

What the seller's side actually looks like

Capture on the phone that is already in the room, and a sealed record the other side can open and check without an account.

The green verified result appears only after the stored file is re-hashed and compared with this recorded fingerprint.

This is the page you send. A buyer, a bank or a carrier opens it with no account and checks the file themselves.

The stronger your pre-shipment record, the less this step depends on persuasion. That is the general lesson of claims denied for packaging: the evidence that wins them is created before the parcel ships.

Copy-ready templates for a UPS claim

Adapt the wording; keep the structure. Each one answers a question the reviewer is going to ask.

How PallasMark builds the UPS claim file

PallasMark makes the one photo UPS never gets: the inside of the box before it left you.

Your packer scans the barcode on the picking slip or label, the order opens, and the recording is bound to that order before the first frame. They film the item intact, the cushioning going in, and the carton being sealed and labeled, on any phone, with no mounted cameras. Photos carry the company name, order number and upload time inside the image. Every file gets a SHA-256 fingerprint the moment it is stored, so a UPS examiner can check on the verification page that nothing changed. That is tamper-proof video.

When the claim comes in, open the order and generate the evidence PDF: four stills from each recorded video, the photos, the order details, the carrier and tracking number read from your store, and the fingerprints. It is a PDF, which is on UPS's accepted list, so you upload it straight into the claim. Details are on the evidence dossier page.

For electronics over $500, capture the serial number on camera at pack-out. On the Scale plan, AI label reading can fill a serial number field from a photo of the label, for the operator to review before saving. A tape measure across the box in the same session also gives you the dimensions UPS asks for, and a record to compare against if UPS later bills a dimensional weight adjustment.

For the same claim at other carriers, compare FedEx damage claim photos and USPS Ground Advantage damage claims, or return to the shipping damage claims hub. If the buyer is also disputing the order, start with customer says it arrived damaged.

Frequently asked questions

What photos does UPS need for a damage claim?

UPS asks for three photos: one showing the damaged item and how it was packaged inside the box, a close-up of the shipping label with the tracking number (which generally starts with 1Z), and one of the outside of the package showing any damage. It also asks for the box's height, length and width.

How long do I have to file a UPS damage claim?

UPS says to start a claim within 60 days of the scheduled delivery date for lost or damaged packages, as of October 2026. If you bought the UPS label through Pirate Ship, the claim goes through the InsureShield portal, and Pirate Ship says to report it no later than 60 days after delivery.

Can the recipient file a UPS damage claim?

Yes. UPS says recipients and third-party shippers can file as a guest, which is often faster. The shipper of record still receives the claim paperwork and payment, and some shipper accounts restrict recipients from starting claims.

Why did UPS deny my claim for improper packaging?

A packaging denial means the reviewer concluded the packing could not have protected the item through normal handling. UPS says claims are often connected with boxes that are too large or too small and poor cushioning, and the decision usually rests on the photo of the inner packaging. A pre-shipment record showing cushioning on every side is the most direct answer.

How do I appeal a UPS claim denial?

UPS's claims pages do not describe a separate appeal form. Use the claims dashboard to add documents to the claim and contact UPS claims support for a review, citing the claim number and the specific reason given, and check your denial notice for any time limit. Attach new evidence rather than restating the original claim.

Does UPS accept video for a damage claim?

UPS's supporting documents page lists JPG, JPEG, TIF, TIFF, BMP, PDF, DOCX and PNG as accepted formats, and no video formats. Export stills from your recording into a PDF and upload that, and keep the original video available on a verification link.

How does PallasMark help with a UPS claim?

PallasMark records the pack-out on a phone, ties it to the order, fingerprints the file, and builds an evidence PDF with four stills from each video plus the photos, order details and carrier tracking from your store. That PDF is in a format UPS accepts. On the Scale plan, AI label reading can also fill a serial number field from a label photo.
