Retail Compliance Chargebacks: Carton and Pallet Evidence for Disputes

On this page
Every retailer that buys at volume runs a compliance program, and every program ends the same way: a line on the remittance that reduces what you were paid. The money is small per line and large per year, and it is hard to win back, because by the time the deduction arrives, nobody can show what the pallet looked like when it left.
This guide covers how compliance chargebacks work at Walmart, Target and Wayfair, which of them a photo can actually answer, and how a brand or its 3PL builds the record before the truck leaves.
Why retail compliance chargebacks are hard to dispute
They are hard to dispute because the retailer's own receiving data is the starting point, and the supplier has to produce something more specific than it. A distribution center scans the pallet label, compares it to the ASN, counts what it receives and logs labels it cannot read. When that data disagrees with your ASN, the system issues the charge.
A reviewer looking at your dispute asks three questions:
- Is this the same shipment? The evidence has to carry the PO, the ASN and ideally the carton or pallet ID the retailer scanned.
- Does it show the requirement that was charged? A label charge needs the label; a shortage needs the count; a pallet charge needs the pallet.
- Does it show the state at tender? A photo taken after the retailer's complaint proves nothing about the shipment; a photo taken at loadout does.
That is why generic proof of delivery often fails. A signed bill of lading shows a shipment arrived; it does not show that carton 14 had a readable label on the correct face.
How Walmart, Target and Wayfair charge back
All three measure each shipment against their own receiving data and deduct the charge from what they pay you. Each publishes its full rules inside its supplier portal, behind a login, and updates them without notice; the table below summarizes what public sources say, with the date of each source. Use it to understand the structure, then confirm the current numbers in your portal.
| Retailer | Program | What triggers a charge | What is published, and when |
|---|---|---|---|
| Walmart | On-Time In-Full (OTIF) | Deliveries late or incomplete against the PO | A Walmart spokesperson told Supply Chain Dive suppliers are fined 3% of cost of goods sold when they miss the requirement (March 2019). Targets became 90% on-time and 95% in-full from February 1, 2024, per Logistics Viewpoints, announced on Retail Link. |
| Walmart | Supplier Quality Excellence Program (SQEP) | PO and ASN accuracy, barcode and labeling, pallet and load quality | SPS Commerce's SQEP fine guide (updated June 2023): most PO accuracy defects $200 per defect plus $1 per impacted case; pallet defects $200 plus $4 per pallet; load defects $200 plus $20 per load. |
| Walmart | Concealed shortage (Code 21) | Units missing that were not visible at receiving | SPS Commerce's Code 21 guide (updated April 2025) calls these usually not disputable, but lists the PO (EDI 850) and a proof of delivery with the PO number, signed in eaches for warehouse deliveries, as support for a claim. |
| Target | Vendor compliance | Fill rate, on-time ship and arrival, ASN availability and ASN accuracy | SPS Commerce's Target guide (updated October 2022): a violation becomes a chargeback after a two-week window; amounts calculated at 5% of cost of goods for units late or not received; disputes through Synergy within three months (domestic) or six months (import) of the chargeback date. |
| Wayfair | Partner Home payment management | Returns, shortages and damage against the ASN, price adjustments, packaging, labeling and delivery-window fees | Racklify's guide to Wayfair deductions (updated September 2026) lists pre-shipment packaging and product photos, pallet photos at loading, ASNs, packing lists and signed BOLs or PODs as evidence, submitted with the remittance ID, PO and reason code together. We found no public dispute window. |
Which compliance chargebacks a carton or pallet photo can answer
A photo answers a chargeback when it shows the exact requirement that was charged, on the exact unit, at tender. Some charges fit that well; one does not fit at all.
| Chargeback | What the retailer says | What your record must show | Fit |
|---|---|---|---|
| ASN accuracy | The ASN did not match what was scanned | Each pallet with its label and ID, cartons per pallet, matched to the ASN line | Strong |
| Carton label missing, misplaced or unreadable | Label wrong or not scannable | The label on the carton, on the required face, legible | Strong |
| Pallet build (height, overhang, wrap, mixed SKUs) | Pallet not to spec | All sides and the top after wrapping, corner boards, label | Strong |
| Pallet label placement | Label missing or in the wrong place | Label sides; GS1 US guidance places pallet labels 16 to 32 inches from the base and at least 2 inches from a vertical edge, with a second label recommended on an adjacent side | Strong |
| Shortage | Fewer units or cartons than invoiced | Carton and pallet counts, loadout photo, seal number, POD signed in eaches | Medium: proves what left, not what happened after |
| Damage | Arrived damaged | Pallet condition and wrap at loadout, seal | Medium: shows condition at tender |
| Late delivery (on-time) | Arrived outside the window | Appointment and carrier records | Not a photo question |
GS1 US also explains why the pallet label is the anchor of the whole record: the SSCC on it is a license plate linked to the electronic ASN, so one scan at the receiving bay pulls up the contents. If your photo shows the same SSCC the retailer scanned, the reviewer can line your record up with theirs.
Step by step: build the pre-shipment record
Build the record while the shipment is being built, not after the deduction arrives. Seven steps cover it.
The dispute packet
A dispute packet is the deduction, the reference trail and the photos for the units in question, submitted once, in order. Racklify's Wayfair guide makes the point that matters for every retailer: put the remittance ID, PO, reason code and all documents in one submission.
Attach files in the formats the portal accepts. A single PDF with the photos in the order the reviewer will check them is easier to review than a folder of images; keep the original files and their verification link ready in case the retailer or your 3PL asks for more.
Copy-ready dispute notes
Keep the note short, factual and line-by-line. The reviewer has the deduction in front of them; give them the matching evidence.
Brand or 3PL: who pays the chargeback
The retailer charges the brand. Whether the brand recovers it from its 3PL depends on the contract, and the contract usually follows where the error happened.
Racklify's guide to who pays for a Wayfair order incident (updated October 2026) describes the common pattern: mispicks and packing errors under the warehouse's control fall to the 3PL under the service agreement, and transit damage goes to the carrier when the evidence shows the shipment was properly packed and tendered. Some 3PLs now promise it outright. ShipMonk's Perfect Order Program credits managed merchants on certified retail integrations for chargebacks caused by its own errors, including GS1-128 label placement, unit shortages or overages and SKU errors.
The pre-shipment record is what makes either arrangement work. Without it, the brand cannot tell whether a label charge was the 3PL's error or the retailer's scanner, and the 3PL cannot defend itself against a charge it did not cause. Our 3PL contract evidence clause gives sample language for flowdown, set-off and the evidence standard that settles both.
How PallasMark handles retail compliance evidence
PallasMark turns every carton and pallet you build for a retailer into a record filed under the PO and ASN, on the phones your team already has, ready to pull when a deduction arrives.
- A record per pallet, filed under the PO. The operator scans the pallet label and the record opens under that reference, at that facility, for that client brand. Custom fields hold PO, ASN, SSCC, carton count and seal number. On the Scale plan, AI label reading fills supplier, batch or lot, quantity and your custom fields from a photo of the label, and the operator checks the values before saving.
- Build, wrap and loadout in one place. Photos and video of the carton contents, labels, all pallet sides and the trailer go into the same record, with no camera to mount and no station to install.
- Evidence that can be checked. Every file gets a SHA-256 fingerprint, each record shows who created it and when, and a location check records whether the capture happened inside the facility area. There is no edit button for recordings, and the public verification page re-checks each file for anyone who opens the link.
- Share exactly one pallet. Send the brand, or attach for the retailer, a link to one record with an expiry, an optional PIN and download settings, revocable at any time. For e-commerce and drop-ship orders in PallasMark, the evidence dossier builds a PDF with four stills from each video, because portals want documents.
- Find it by PO in seconds. Filter by facility, client, date, condition, creator and custom fields, so the dispute packet starts with a search.
What the seller's side actually looks like
Capture on the phone that is already in the room, and a sealed record the other side can open and check without an account.

Frequently asked questions
What are retail compliance chargebacks?
They are deductions a retailer takes from a supplier's payment when a shipment breaks its supplier rules, such as late or incomplete delivery, an inaccurate or missing ASN, wrong or misplaced labels, non-compliant cartons or pallets, shortages or damage. They are also called vendor chargebacks, compliance fines or deductions, and they are usually netted from the remittance rather than billed.
Can photos dispute an ASN accuracy chargeback?
Often, if they are specific. An ASN accuracy chargeback says the advance ship notice did not match what the retailer scanned. Photos of each pallet with its label and of the carton count, tied to the same PO and ASN, show what you actually shipped. Pair them with the ASN transmission record and the signed proof of delivery.
How long do I have to dispute a Target or Walmart chargeback?
It depends on the retailer and the charge, and the authoritative rules sit inside each retailer's supplier portal. SPS Commerce's guide to Target compliance deductions, last updated in 2022, says domestic purchase order disputes must be submitted within three months of the chargeback date and import disputes within six months. Check the current window in the portal before you rely on it.
Who pays a retail chargeback, the brand or the 3PL?
The retailer charges the brand, and the contract between the brand and its 3PL decides whether it flows down. Errors under the 3PL's control, such as mispicks, mislabeled cartons or wrong pallet builds, typically flow down to the 3PL; brand instructions and bad item data stay with the brand. A defined evidence standard in the 3PL agreement is what settles disputed cases.
Do photos help with OTIF late-delivery fines?
Usually not on their own. On-time fines are measured against delivery appointments and windows, so the evidence is carrier and scheduling records. Photos help with the in-full side, shortages and carton or pallet compliance, where the question is what was physically shipped.
Does PallasMark submit disputes to Walmart, Target or Wayfair?
No. PallasMark records each carton and pallet under the PO and ASN on a phone, fingerprints every file and gives you a link or an order evidence PDF to attach. You or your team submit the dispute in the retailer's own portal, which is where each retailer requires it.
